  Eli is a high level specialist of female hair fashion. He has several assistants and pupils (to wash clients' hair and do other small tasks), but he mainly do haircuts himself. His haircuts are very good and keep good form for a long time period. Don't know about colouring, didn't do that, but I saw many women in his salon in the process of dyeing their hair and none looked disappointed.
